A few tips to help make your family travel as enjoyable as possible:

Authorization to leave French territory for minors

Regulation governing the authorization to leave French territory (permit to travel) for minors was re-established by decree on 2 November, 2016. This concerns minors residing in France, regardless of their nationality, and will enter into force on 15 January, 2017.

As from this date, all children traveling abroad unaccompanied by an adult with parental authority (usually a parent) must present the following 3 documents (this does not pertain to domestic flights or flights going to Corsica):

1.    Current and valid identity papers of the minor:
Identity card or passport + visa (where necessary), depending on the requirements of the country of destination.
A minor who is not accompanied by one of his or her parents must therefore have current and valid identity papers.

2.    Photocopy of the identity papers of the person with parental authority (usually a parent)

The order providing for the enforcement of the decree specifies that:

The following documents are admissible as proof of identity for the person signing the permit to travel form (for authorization to leave French territory):
2.1    For holders of parental authority with French nationality:

– National identity card (extension permitted) or
– Passport (valid, or expired for less than 5 years)

2.2    For holders of parental authority who are citizens of a member state of the European Union, a state which is a contracting party to the Agreement on the European Economic Area, or the Swiss Confederation:

– National identity card, issued by the competent authority of the state of which the holder is a citizen, or
– Passport issued by the competent authority of the state of which the holder is a citizen, or
– Document(s) authorizing residence in France (long stay visa, resident card or permanent resident card)

2.3    For holders of parental authority who are citizens of states outside the European Union:

– Passport issued by the competent authority of the state of which the holder is a citizen, or
– Papers authorizing residence in France (long stay visa, resident card or permanent resident card), or
– Identity and travel document(s) for refugee or stateless person.

All these documents must be current and valid, with the exception of the national identity card and the French passport, which may be presented valid or expired for less than five years.

As a general rule, the photocopy of the official document proving the identity of the person signing the authorization to leave the territory must be legible and include the following elements:

– First and last name of the holder
– Date and place of birth
– Photograph
– Signature
– Date of issue and dates of validity of the document
– Issuing authority

3 Permit to travel form, signed by the holder of parental authority (usually a parent)

The permit to travel form can be downloaded from the website service-public.fr but is also attached, for convenience, to this message. It must be signed by an adult with parental authority and contain the following information:

1. First and last name, date and place of birth of the minor authorized to travel
2. First and last name, date and place of birth  of the adult with parental authority signing the form, the capacity in which he/she exercises that authority, place of residence, signature and, where applicable, telephone number and e-mail address
3. The duration of the authorization, which may not exceed one year from the date of signature
